The construction industry of Changning County develops healthily and orderly in the standard, and the construction and installation enterprises develop and expand in the competition.
1、 Basic situation of construction industry
There are 20 construction sequence enterprises in Changning County, including 4 second-class general contracting enterprises, 3 third-class enterprises, 6 first-class labor subcontracting enterprises, 4 professional contracting enterprises, 1 testing enterprise and 2 survey and design enterprises. Among them, there are 977 workers in finance and 797 in engineers.
During the Eleventh Five Year Plan period, under the guidance of the provincial and municipal higher administrative departments, the county's construction industry overcame various difficulties in the fierce market competition, sought survival and development, and seized the opportunities of post earthquake reconstruction after the May 12 earthquake and the world financial crisis, boosting domestic demand, ensuring people's livelihood, growth and stability. The total output value of the construction industry reached 3.5 billion yuan in five years, Nearly 200 million yuan of tax was created. The construction industry has become one of the main sources of local tax revenue and the pillar industry to drive the county economy. In 2010 alone, the output value of the construction industry accounted for 4.7% of the GDP of our county, and the tax revenue accounted for 12% of the local tax sources.
2、 Both supervision and service, development and standardization
The administrative departments strengthen the supervision of the market and enterprises, at the same time, provide good services and support for enterprises. Enterprises regulate their own market behavior while developing, so that the construction and installation enterprises in our county can get healthy and orderly development.
（1） Strengthen propaganda, pay attention to training, improve the quality of enterprise personnel in an all-round way
In order to strengthen the legal awareness of employees, our bureau takes the "100 day safety", "quality month" and "safety month" activities as the focus, and vigorously publicizes the laws and regulations such as the real estate management law, the construction law, the safety production law, the bidding law, etc., and has distributed more than 100000 publicity materials, more than 500 banner posters, and more than 6000 publicity standards and books More than 2000 slogans were written on the wall. At the same time, in order to comprehensively improve the overall quality and market competitiveness of our county's construction enterprises, and cultivate new practical comprehensive talents, our bureau has organized nearly 50 training periods of about 20000 enterprise personnel. Through training and learning, the quality of enterprise personnel is improved, the talent structure of enterprise is improved, and the level of enterprise management is improved.
（2） Establishing incentive mechanism and promoting two innovations
In order to promote the reform and development of enterprises, establish incentive mechanism, guide enterprise development, and promote scientific and technological innovation and management innovation, the advanced collectives and outstanding individuals in the enterprise reform and innovation and operation and management are commended, the annual work meeting is held regularly every year, and the "Zhuhai Cup" project and standardized site evaluation award are set up. By striving for excellence, the enthusiasm of employees is stimulated, and the popularity and competitiveness of enterprises are enhanced. Through encouraging innovation, Shuangxing Construction Department of our county has taken the lead in successfully creating "Sichuan Province structural quality project" and "provincial standard chemical site for safe and civilized construction".
（3） Strengthen management and standardize behavior
Our bureau has strengthened the supervision on the behaviors of enterprises and practitioners and standardized their market behaviors. Through strict supervision of bidding and tendering, examination and filing of construction drawings, filing of construction contracts, handling of construction permits, re inspection, registration, addition and change management of employees' qualifications, and upgrading, extension and change of enterprise qualifications, we have continuously standardized the market and practice of enterprises and practitioners Behavior.
（4） Play the role of the association and actively serve the society
Our bureau has strengthened the guidance of our county construction association to strengthen its own construction, enhance industry self-discipline, improve the ability and consciousness of "two-way service", create service-oriented, self-discipline, harmonious and innovative associations, and effectively communicate the role of communication bridge between enterprises and competent departments.
3、 There are major outstanding problems
During the Eleventh Five-Year Plan period, the project construction of national driving domestic demand, the development of real estate industry and the increase of national investment in livelihood projects have brought opportunities for the survival and development of construction enterprises, and the construction enterprises have achieved rapid development. At the same time, it also exposed many problems of our county's construction enterprises.
（1） The popularization of laws and regulations is not deep enough
A small number of enterprise managers do not understand the basic content, requirements and provisions of the "construction law of the people's Republic of China". There are still many problems in the construction and supervision enterprises to fulfill their obligations according to law. The construction law and related laws and regulations education has not been fully implemented, and the legal awareness needs to be further improved
（2） The overall quality of enterprises is not high and the level of comprehensive management lags behind
The lack of enterprise managers and the unreasonable management structure. First, the family management structure restricts the development of enterprises. In the enterprise management, the person in charge of the enterprise is only related to relatives, and the management personnel of the enterprise are mostly relatives, resulting in the uneven quality of the enterprise management personnel, which is not conducive to the development of the enterprise. Second, the relationship between investors and enterprise management is not clear. The participation of enterprise investors in enterprise management has resulted in the separation of responsibilities and rights, as well as responsibilities and interests.
（3） The long period of project funds allocation makes it difficult for enterprises to cash in
Between the construction enterprises and their project owners, the owners are in a strong position, which has caused a negative impact on the construction enterprises. It is mainly reflected in the owner's involvement in the construction production management, not allocating the project funds on schedule, arbitrarily delaying the time of project final accounts audit and settlement of project funds, resulting in a series of problems.
（4） Insufficient support for the construction industry, the development of enterprises is difficult
With the rapid development of the construction industry, the difficulties encountered in the development of enterprises have become increasingly acute. Although the administrative departments have seen the problems and taken some measures, how to support the healthy and rapid development of the construction industry has not really been put on the agenda. First, the price of construction raw materials rose sharply. The price fluctuation of some main materials has exceeded the foreseeable risk range. There is a big gap between the fixed labor wage standard of construction engineering and the actual amount paid by the enterprise. The construction cost of the enterprise remains high and the operation is difficult. Second, some policies issued by the government are not conducive to construction enterprises. For example, the bidding control price will be reduced by 5% after quota budget, which greatly reduces the profits of construction enterprises and makes it difficult for enterprises to survive. Third, the audit time of project completion is too long. Due to the large number of engineering projects, large amount of audit work, and some project approval procedures are not in place, or contact list is more, the audit time of project final accounts is longer, and the enterprise reflects more. Fourth, various kinds of fees are too much and enterprises are overburdened. Such as project performance bond, project quality bond, migrant workers' wage bond, etc.
（5） The problem of talent shortage is becoming increasingly prominent
Under the current enterprise management mode, our county's enterprises are not only generally lack of high-end professional talents, but also lack of talents. The main reasons for the brain drain are that enterprises attach importance to short-term benefits, ignore long-term survival and development, lack of investment in enterprise development, lack of personnel reserves, and lack of awareness of becoming bigger and stronger.
4、 Pay attention to actual results and focus on the pertinence of solving problems
During the 12th Five Year Plan period, the overall policy for the reform and development of our county's construction industry is as follows: guided by the spirit of the Fifth Plenary Session of the 17th CPC Central Committee, thoroughly implement the spirit of the fifth Party Congress of the 12th County, further emancipate the mind, make every effort to change the mode of development, promote scientific and technological innovation and management innovation, increase personnel training, guide enterprises to expand the market and improve management The overall quality of the industry creates a new situation for the scientific development of our county's construction industry and makes new contributions to the economic development of the whole county.
（1） Further strengthen the publicity of laws and regulations, and constantly improve the awareness of laws and regulations of enterprise managers
In view of the current situation that construction enterprises and practitioners are not aware of laws and regulations, lack of legal knowledge, and do not pay attention to the protection of enterprise rights by legal means, further organize the study of construction law and other relevant laws and regulations, standardize their own behavior, and constantly improve the personal legal awareness and rights awareness of enterprises.
（2） Strengthen standardized management and improve market order
For the current situation of the construction industry in our county, we should strengthen the standardized management of enterprises, adhere to the administration according to law, strictly implement the construction permit, quality supervision, safety production and other systems, standardize the market behavior of enterprises and practitioners by strengthening the supervision of important links and key procedures, and promote the healthy, orderly and rapid development of the construction industry market.
（3） Further expand the market and strengthen enterprises
Encourage enterprises to do high-quality projects, create enterprise "brand", and improve the influence and popularity of enterprises. We should actively guide the low qualification enterprises to become stronger in the form of alliance, make the enterprises stronger and bigger, and develop into characteristic enterprises and specialized enterprises.
（4） Further optimize the environment and provide high quality service
One is to further provide policy support for the survival and development of enterprises, and further improve the incentive mechanism. For enterprises that have achieved outstanding achievements in qualification upgrading, engineering excellence, scientific and technological innovation, and talent introduction, real rewards will be given to stimulate the enthusiasm of the whole industry to accelerate development. Second, strengthen the coordination among departments and further improve the service level. Efforts should be made to create a service-oriented organ, focus on strengthening the efficiency construction, establishing a "green channel", enhancing the service ability, improving the service level, carrying out special affairs and urgent affairs, creating a service atmosphere of "everyone is service, everywhere is service, everything is service", so as to create a better development atmosphere for the construction industry of our county.
4、 Plan the 12th Five Year Plan and seek development in competition
During the 12th Five Year Plan period, challenges and opportunities coexist, seize the development opportunities of Chengdu Chongqing Economic Zone, strengthen and expand the construction industry, so that the construction industry of our county will achieve leapfrog development in the next five years.
Economic aggregate: by 2015, the total output value of construction industry in the county will reach 1.5 billion yuan.
Enterprise scale: by 2012, there will be 4 enterprises with secondary qualification; by 2015, there will be 5 secondary enterprises and 2 new enterprises.
Project quality: by 2012, all construction sites will meet the municipal standard. By 2015, one Tianfu Cup project, two provincial quality projects and six "Bamboo Sea Cup" projects will be created, and all construction sites will be standardized in the city.
Market development: by 2012, the construction output value of the market outside the county will account for more than 20% of the total construction output value, and will reach more than 30% in 2015.
Personnel training: by 2012, a group of outstanding entrepreneurs, constructors and skilled employees will be trained. By 2015, there will be 12 first-class constructors and 350 second-class constructors.
